This means accelerating the development of innovative technologies, cooperating with large emerging nations and forging a new approach to diplomacy.

Of Counsel to the Offices of Heenan Blaikie in Montréal. Chair of the public Inquiry concerning the collapse of the de la Concorde overpass in Laval (2006-2007), he is mostly involved in international negotiations and mediations relating to trade and environment and participates in international partnerships. Senior Advisor to the Minister of Environment of Canada at the Climate Change Conference in Bali in December 2007,  Senior Advisor to the government of Québec in the softwood lumber negotiation with the United States since 2001. He has chaired and steered numerous committees of the United Nations and the North American Commission on environmental cooperation.

Author of books and essays on globalization and its workings, he is a director of Ace Aviation Holdings and Air Canada, and of l’Institut Veolia sur l’Environnement of Paris. Member of the Royal Society of Canada and Grand Officier de l’Ordre de la Pléiade.
